IX. Evaluation and Analysis Plan
BRICSS will outline both a process and outcome evaluation. The process evaluation is designed to insure that the processes of the BRICSS initiative are working as intended and to allow for correction when necessary. The outcome evaluation is intended to measure if the goals and objectives are being met as outlined in the BRICSS program. BTICSS will use the outline from the previous Goals, Objectives, and Activity Plan to examine both the process and outcome evaluations.
Collection and process analysis will be handled mostly by BRICSS personnel and the BOD. The quarterly and annual outcome evaluations will be managed by Presley and Associates, a consulting firm specializing in evaluation, which services several senior NTCA projects and has a record of evaluating programs.
BRICSS Goal 1: Elder Services. Services Goal 1a: Case Management.
Services Objective 1a. Provide information to residents and organizations about BRICSS services throughout Briscoe County.
Mailers will be sent twice per year about BCICSS services and senior news to all addresses in the county.

Process Utility: This data will help the BRICSS BOD ensure that the goal is met on the twice per year timeline as well as it objective of informing the citizens intended.
Data from BRICCS intake will generate data on where the referral information came from.
Outcome Utility: This portion, along with the fliers and referrals systems, will be evaluated quarterly and at the end each year to determine:
Is the intended population being informed about BRICCS services?
Are those in need of BRICSS services being contacted by BRICCS?
Are the various strategies working individually or in unison and should there be change?
Fliers will be created and distributed to all interested public access facilities.
Type of Data:
Number of fliers generated.
List of intended public and private locations where it may be seen by the intended population.
Identification of referral source from BRICSS intake interviews.

How Accessed:
The BRICSS Nurse Practitioner will maintain these records for audit and evaluation purposes to determine if the referral process of getting BRICSS referrals rom the various health and human services agencies servicing Briscoe County residents is resulting in community partnership and senior participation.
Data Use:
Process Utility: This list of health and human services agencies contacted and agreeing to referrals will be reported to the monthly BRICSS BOD.
BRICSS BOD members can then help with strategies, if necessary, to secure valuable referral participation where appropriate.
The data will also be used to determine if the process of getting BRICSS information to the providers where referrals can be beneficial.
Outcome Utility: This portion, along with the mailings and flier portions, will be evaluated quarterly and at the end each year to determine:
Are the health and human services provides that service Briscoe County Seniors aware about BRICCS services?
Are the health and human services provides that service Briscoe County Seniors making referrals to BRICCS?
Are the various strategies working individually or in unison and should there be change?
Evaluation Utility and Measures of Success. The evaluation utility for this section of the case management objective is fairly straight forward. BRICSS wants to have a process to make sure the information is available to all stokeholds regarding elder QOL. A process plan will help the BOD track process and offer support to the case manager and nurse practitioner if necessary. It also allow time to amend plans should a process need to be changes to better meet the overall objective. The outcome measurement should provide some level of understanding as to what strategy or strategies worked and I any were better than others.

Services Objective 1b. The key component to BRICSS services is the BRICSS Case Manager and BRICSS Nurse Practitioner. These professions will work in concert to identify, assess, offer management services, and provide routine support for those senior residents interested in BRICSS services.
The case worker will assess and track those residents over the age of 65 that are eligible for services.
