The planning, execution and conduction of a national political event requires the integrated efforts of many. Ranging from the most grassroots of local eateries and services to the implementation of military personnel and national agencies such as ATF, the FBI and even intelligence services, many factors play into a successful event. Therefore, our 9 Step process is utilized to discover department policy, priority and procedures in the planning and execution of the DRNC. The synergistic nature with which these differing agencies, groups and leadership positions must interact is vital to our overall success.
DRNC Stakeholder Analysis and Breakdown with the Miami Dade Police Department
The organization and its goals in question involve the Miami Dade Police Department, specifically involving its actions before, during and immediately following the DRNC to be hosted in the surrounding area. The Miami Dade PD is a not for profit publicly funded agency designed to serve and protect the citizens and occupants of its jurisdiction by upholding the laws of the State of Florida. To do so, department leadership has crafted a 9 step model to help identify needs, points of weakness and a list of priorities for the event. Key in each and everyconsideration of this department will be in the safe conduct of its officers, convention participants and protestors and the normal taxpayers of the county. Each point of consideration in this 9-step process will be listed below.

Step 4: Identify the claims that stakeholders are likely to make on the organization.

Step 8: Determine organizational policy.
Step 9: Recommend specific action.
It’s stakeholders are clear. They are the tax paying residents of Miami Dade county who trust in the officers of their department to protect them, their property, and other rights. In this instance the stakeholders are also expanded to the major politicians, officials and their staffs arriving for the convention. These individuals, although not residents of the county, have a vested interest in maintaining their wellbeing. County and state leadership also hold stakes in the success of the operation, as the reputation of the city, county and state is up for grabs.
Local citizens are primarily concerned with the maintenance of their normal lives, as well as the protection of their property from any demonstrations that might exist in the major parts of the city( Rowe, 2004). Politicians and their attaches list their primary goals in the running of a smooth convention, one where the party’s platform and image can be put on full display without disruption or delay.
These stakeholders will more than likely aim to make very specific claims on the department. The first will be the physical security of the convention hall, transportation routes and the lodging of all of those involved with the convention. These locations either serve as the most vulnerable to intentional disruption or are otherwise such large and obvious buildings that securing and policing them from unwanted and uninvited guests becomes an additional challenge( Rowe, 2004) . This leads the discussion to the obvious; that the politicians actually involved in the convention are the most important stakeholders. These will be national and perhaps internationally well-known individuals who require the utmost security and discretion. Incidents involving these persons would do more to weaken the legitimacy of this command and the department. These individuals are also easier to track and differentiate from crowds as they are lesser in number and more recognizable. This will be a key factor in their accommodation and protection.
As with many large-scale operations involving multiple agencies, a SWOT breakdown proves useful here. The strengths of the Miami Dade Police Department are clear. They posses a widely diverse ( in both capability and representative) pool of officers from many different parts of the community. This group is used to large events that require security layers and intelligence sharing with other departments and even larger agencies. The perennial weakness of Police departments everywhere is their lack of training and real world experience ( Alpert et al, 2007). Can the Miami PD train and educate their younger officers quickly enough to play a positive role in the hosting of the DRNC? This event serves as an opportunity to secure the funding and focus to train the next generation of officers already within the ranks. As positive and clear as the opportunities are the threats. Terrorism, physical damage to people amd property and other forms of violence often come hand in hand with political conventions. The different forms of such challenges require diligence from intelligenceservices and officers on the ground alike ( Rowe, 2004).
The organizational strategy of the department will aim to follow the tiers and spheres of responsibility seen in previous conventions located in Tampa, Charlotte and San Francisco ( Keeney & Alathari, 2016). Center in the personel protection of the convention participants will be the United States Secret Service. Their information, intelligence and track record with handling large crowds as well as a diverse set of threats makes them the ideal choice. Use of transportation , peace keeping and general safety will be handled by Miami PD in conjunction with ATF and advisors from the FBI and local military. We can expect large crowds of innocent onlookers as well as legitimate protestors. Police leadership is wary of a significant militarized presence on the ground. Confirming the existence of forces strong enough to dismiss or end any serious threat encountered is required but not the be flaunted as to confirm any biases or convince interest groups of any preconceived notions of suppression ( Katz, 2022).
Intertwined with this policy and organizational recommendation is the use of media to document our efforts and its uses throughout the preparatory and action stages. The department needs to be clear and use conventional and social media on where weapons, mass gatherings, protests and displays are allowed and not allowed. There can be no question these events will occur, but by spreading word and providing an acceptable outlet, we can avoid negative scenes of property destruction and potentially personal harm. Media will be used by many in this event, we can choose for it to be used with us, or against us.
