Guidelines

You are working as a Public Health Officer for a public health organisation and your Manager has asked you to prepare a presentation to brief the organisation’s CEO and Board about a health issue. The organisation only has enough funding to focus on one population group to address the health issue. Given this, you must prepare a comparative case study that will conclude with a recommendation as to which population group should receive the funding for public health interventions to address the health issue.

For your case study, choose one from each of the following columns in the table below:

1. Health issue
2. Population groups
3. Country (you may decide to narrow your focus to urban or rural areas within the country you have chosen)

Example: Physical activity participation (A); young men aged 12–21 and young women aged 12–21 (B); Australia, rural (C).

Once you have selected your health issue, population and location (including whether the focus will be urban or rural) from the list, you may need to narrow down the focus of your health issue; within your health issue, select a specific focus. For example, if you select vaccinations as the health issue, which vaccination will be your focus (e.g. flu, MMR, COVID-19 vaccination)?

Unpack the determinants of the health issue in the country selected and compare the determinants of health between the two populations groups. You must consider the social, environmental, biological, behavioural and economic determinants of health. Based on the evidence you present you will need make recommendations to the Board about which population group the scarce funding should be allocated to for public health interventions.

In preparing your presentation consider the following:

• The public health problem
• Clearly identify and describe the health issue, the population groups and the country (including whether your focus is rural or urban)
• Describe and compare the incidence/prevalence of the health issue for each population group
• Describe and compare the burden of disease (if known) of the health issue for each population group
• The determinants of health
• Using the iceberg model, describe and compare the known determinants of health (social, environmental, biological, behavioural and economic) of the health issue for each population group
• Describe and compare the health disparity and health inequity of the health issue for each population group
• Public health approaches
• Describe evidence-based public health approaches for addressing the determinants identified for each of the two population groups
• Recommendations
• Recommend which of the two population groups should receive funding and why
• Recommend one or more public health approaches for the chosen population groups

Based on the evidence you have presented, propose recommendations for which population group funding should be allocated to for future public health interventions.

The purpose of your presentation is to provide information that can be used to inform decisions about how scarce funds are spent to address a public health problem. Given this, your presentation must: clearly and succinctly summarise the available evidence about the health issue; be neutral – that is, do not provide your personal opinions; and balanced (e.g. all evidence should be included that describes all sides of the health issue).

When preparing your presentation, assume the audience knows very little about the issue.

You must use credible sources as references to support your statements. Credible sources include peer- reviewed journal articles; systematic reviews; government or government agency reports and population data sources (e.g. national health surveys, census data, data registries); international body reports and population data sources (e.g. WHO, UN, World Bank); and peak body / organisation reports (grey literature).
