Format

Writing in policy and the law requires a clear, cogent, and analytical writing style. An analytical writing style requires writing in a manner that is:

Clear and cohesive, with clear connections between ideas.

Supported by evidence through integration of factual assertions and research.

Focused on evaluating relevant information through comparison and contrasting; and recognition of counter – arguments.

For this paper please use:

Formal academic paper in APA format.

Double spaced, 1 inch margins.

No less than 5 pages, and no more than 8 pages.

A minimum of four scholarly sources listed in the reference list.

Sources

**Arguments, facts, and ideas must be supported by evidence through appropriate references. Examples of appropriate sources include, but are not limited to peer reviewed articles, statutes, reports by government agencies; research and reports by non – partisan organizations, and major newspapers.

Specific Guidelines

In this paper you will choose a public policy as the focus of your paper. There are many examples in the textbook, though you may choose any UNITED STATES policy.

***In your paper you must address the following:

1. Trace the history of the policy, including the creation and implementation of the policy, and any changes over time.

a. What is significant about the time period politically, economically, and/or socially that affected the policy?

2. What theory or theories help to explain the policy’s adoption, implementation, and continuity or changes over time?

3. What are the factors that have promoted changes or stability in the policy?

a. Who or what groups, organizations, and/or government institutions are part of the policy regime?

b. What theory helps to explain how and why the policy has changed?
